马哈迪访华评估与中马“一带一路”合作的未来

尽管仅仅是一个中等国家,马来西亚的地理位置以及新加坡与美国的特殊关系使得马来西亚成为中国重要的地缘战略伙伴。由于在一些问题上的观念差异,马哈迪再度成为首相后对中国的首次访问重塑了中马关系的发展方向。本次讨论会将试图探讨如下几个问题:1)对马来西亚而言,马哈迪对中国的访问到底是一场“外交灾难”还是“外交胜利”? 2)中国从此次访问中得到了什么?失去了什么?3)在马哈迪宣布取消以ECRL为代表的重大基建项目之后,中国倡议的“一带一路”在马来西亚的前景如何?4)中马将如何在新时代推进务实合作? Despite being a middle power country, Malaysia’s geographic location and Singapore’s special relationship with the U.S. have made Malaysia strategically important to China. Mahathir’s visit to China from 17-21 August 2018 has thrown some uncertainties into the warm Malaysia-China relations due to divergence of views on several issues. This seminar will address the following questions: 1) Is Mahathir’s visit to China a catastrophe or a great success to Malaysia? 2) Has China benefited from Mahathir’s visit? And, 3) what’s the perspective of the implementation of China’s ambitious diplomatic and economic design -- The Belt and Road Initiative in Malaysia despite the cancellation of ECRL announced by Prime Minister Tun Dr. Mahathir on his last day of his visit to China. The speaker will also share his observation and insight on how to pragmatically achieve a win-win situation by enhancing the cooperation in new manners through e.g. FDI and technology transfer, in the emerging areas, such as cross-border E-commerce, high-tech industries and so on.
